The use of time travel in science fiction has always been a hacky way to create a situation for a story to happen. You send a modern person into the past to confront some bogeyman of the past, usually Nazis, without having to know anything about the past in order to develop a story set in the past. TV time traveler always goes to 1930's Germany because it makes it easy to craft villains.
