A part of every war strategy is doing things that will cause your opponent to do things that you can predict and therefore exploit. The stories about the Roosevelt administration baiting the Japanese into attacking is a good example. The British government encouraging the Poles to pick a fight with the Nazis is another example of setting the stage for your planned actions.
