Way back in the 1970's and 1980's, the political debate focused on how best to compete with Japan, especially with regards to manufacturing. Open trade with Japan had led to a crisis in big industries like steel and cars. There were a lot of theories about what went wrong with American manufacturing, but there was no escaping the fact that there was a crisis in the manufacturing base of the country.
