Most humans come into the world with the metal toolkit to find a place within their society that allows them to have a decent life and not be too much of a burden on the rest of society. They may need some encouragement, through inducements or threats of punishment, but they have the capacity to fit in somewhere. There are some, however, who are incapable of being anything but disruptive.
