An unnoticed feature of American foreign policy over the last thirty years is that there is no rhyme nor reason to any of it. During the Cold War, the point of foreign policy was obvious to everyone, especially the Soviets. The United States was committed to containing the spread of communism, but at the same time avoiding a direct confrontation with the Soviets.
